Allen Timothy Owens was born on January 7, 1965 in Cape Charles, VA to the late Glen Thomas Owens and Elizabeth Tucker Owens. He recieved his heavenly wings on september 7, 2013 at his home in Culls, Virginia.
Allen, affectinately known to family and friends as "Tiny", was educated in the Northampton County Public Schools System. He had many talents such as, a great cook, baseball player and he was skillful with his hands as a construction worker. He was Mostly known for his singing ability, which won him seats in Regional and State Choirs. He always had a song in his heart and did not mindsharing that song with whoever was around to hear it.
Allen relocated to Balitmore, MD where he worked for Brightwell Construction Company, several other constructions jobs as well as being self employed.
