Cleo Allen Peaker, the daughter of the Late Dr. James C. Allen and Cleo Brickhouse Allen, was born on May 30, 1937 in Washington DC, and reared in Eastville Virginia by Dr. James C. Allen and Frances Taylor Allen.

Cleo attended Eastville Elementary School, Northampton County High School in Eastville Virginia, Johnson C. Smith College in North Carolina and Delaware State College in Delaware.

At as early age, Cleo joined Bethel A.M.E. Church and served in the Young People Department. She moved to New York City and attended the New York City School of Photography where she met and married her husband of 50 years, Alexander Peaker Sr. Born from this union were three children, Joyce, Alexander Jr., and Danielle. She also worked at the Association of Black Social Workers also known as ABSW.

Cleo leaves to cherish her memories, her husband: Alexander Peaker Sr.: three children, Joyce, Alexander Jr. and Danielle: 9 Grandchildren, Jequisha, Kimberly, Justin, Kristyn, Maurice, Jarrell, Malachi, Alexis and Brianna: an adopted sister, Victoria McNeal: daughter-in-law, Tamika: son-in-law, Victor Watts and a host of cousins and friends.

In Virginia, Cleo loved her dog, "Pups" and Pups is gone.

In New York City, Cleo loved her cat, "Lucky" and Lucky is gone.
