1951 to the late Beulah and Robert Wilkins in cape Charles, Virginia. Constance, affectionately known as "Connie" accepted the Lord at a young age. Connie was a faithful member of African Baptist Church in Cheriton, Virginia. Connie was educated in the public school system; she recieved her high schooldiploma from North Hampton High School in 1969 and later attended the Gardner School of Business in Silver Springs, Maryland.
Connie moved to Philadelphia and continued her educational pursuits completing vocational training of OIC of Philadelphia in the fields of Business and Technology.
