Leroy Fisher was born on January 15, 1924, the son of Lillian Fisher and James Jones. Leroy was reared by his grandmother, Hattie Fisher and uncle, Otho Fisher and attended the Northampton County Public Schools.
Leroy met and married Margaret Carter in August, 1944 and from this union, six daughters were born. During the time that he and Margaret were raising a family, Leroy joined and served in the United States Navy during World War II. After leaving the military, Leroy and his family lived on the Eastern Shore until they relocated to New York in June, 1966. Leroy returned to Northampton County after retiring from Manhasset Public Library, Manhasset, New York in April, 1991.
Once returning to Virginia, Leroy became a prominent member of the Willie T. Brickhouse American Legion Post 400. During his tenure, he participated in various projects.
Aside from his devotion to his family and participation in activities with them, Leroy enjoyed tinkering and repairing all types of gadgets, electronic appliances, machinery, etc, that appeared inoperable.
Leroy accepted Christ in his life at an early age. He was a lifelong member of Bethel A.M.E. and actively served at Bethel until he moved to New York. After relocating to Hempstead, NY, Leroy served faithfully at Jackson Memorial A.M.E. Even when his health began to fail and he was unable to attend church, he continued to read the Word and prayed with his family daily.
