Victor, more affectionately known as Vicky, was the youngest son of the late Rowena and James Waters. He was married to Juanita Barrette Waters for thirty-five years. She was not only his wife, but also a very devoted caretaker during his illness.
Victor was educated in the Northampton County Public School System. As a child, he was a fixer of many things. He spent his time taking apart and reassembling anything electronic. His love and choirs. Later in life, Victor became a very accomplished painter. In fact, you can still see some of his work throughout the community. He was a member of St. Stephens AME church where he was nurtured and taken care of by his church family.
Victor was predeceased by his beloved parents Rowena & James Waters, sister Barbara Stevens and Linda Waters and brothers Anthony Waters and Russell Stevenson. He leaves to cherish a lifetime of memories his wife Juanita B. Waters, two sons, Victor D. Mosley of Tennessee, and Tory Mosley of Richmond, VA one grandson, Malik Victor Waters (Brittany), and a host of nieces, nephews,cousins and friends.
